Strongly suspect that Putin has a limited supply of missiles and due to sanctions won't be getting parts to make more. Spending millions and his strategic reserve for what? Its not like it will in any way change the resolve of the Ukrainians and it only re-enforces the West's idea of Russia as the Villain. Very little accomplished that is good for Russia with these missiles. Seems to only be making things worse for Russia so why fire them?
I am speculating they are trying to do what the english did with the versrkoeide aarde beleid (please note I am not comparing the two I am saying they are attempting something similar in that vain) in the anglo boere oorlog. Russian military terrorising and attacking civilians with the intention to make ukr forces capitulate.

Russia in the early stages lobbed artillery shells at an alarming rate so much so that they damaged their pieces and with ammo dumps been targeted a lot of their their supplies were wiped out and they no longer have the upper hand. I see the same happening with their missiles.

And further. I will express my personal position. I can't help but mention it now. The Ukrainian state in its current configuration with the Nazi political regime will pose a constant, direct and clear threat to Russia. Therefore, in addition to protecting our people and protecting the borders of the country, the goal of our future actions, in my opinion, should be the complete dismantling of the political regime of Ukraine.

In many ways Vlad is making the standard mistake that dictators all do, they have their population under the boot and they don't revolt, so he assumes all people will respond in a similar vein but can't grasp how a Free Nation actually has its resolve to fight for freedom strengthened when its under threat.
