Yes that's a level 4 one. But any lab which processes biological specimens is a biolab. So the lab which does RPR tests is a biolab too, as is the one which processes the gonococ NAAT test on a swab.

What he doesn't get is that all bio samples are hazarous and have necessary bio hazard markings and laboratories have procedures for dealing with them. He's making a huge mountain out of a molehill.

NATO is a military alliance. It doesn't get involved in politics at all. It does only defence according to the governments who decided to join NATO. NATO cannot get involved in current affairs. The governments of the countries that run it do that.
