On 7th February (at the date of his speech), it was still a go. It was only two weeks later (22nd Feb) that Germany decided for a no-go due to Russia actions.

And it seems Ukraine is now blaming Russia for the leaks / explosions / terrorist act. And they want more tanks from Germany.
