Judging by the fact that Russia is not blaming the west, could be the 'west' (same with Moscow and Crimea accidents) , if so I would be leaning on the Baltics

Kremlin dismisses ‘stupid’ suggestions Russia sabotaged Nord Stream pipelines​

The Kremlin has dismissed suggestions that Russia was responsible for possible attacks on the Nord Stream gas pipelines as “stupid”.
European states have been investigating what they say were acts of “sabotage” that caused huge leaks into the Baltic Sea from the pipelines, which are at the centre of an energy standoff between Moscow and the bloc.
Asked during a daily conference call with reporters about claims Russia might somehow be behind the incidents, Peskov said the suggestions were “quite predictable and also predictably stupid”.
He added the cause of the leaks needed to be investigated and that the timeline for repair of the damaged pipelines was not yet clear.

Lyman, which had a population of about 20,000 people before Moscow launched its invasion on February 24, has been at the centre of fighting since a lightning counteroffensive by Kyiv’s troops earlier this month. In recent days, Ukrainian and Russian analysts have suggested that Ukrainian forces are close to encircling the town.
There was no immediate response from Kyiv to the Russian defence ministry’s claims. Al Jazeera could not independently verify the ministry’s report.

Correct. After they were destroyed and made uninhabitable after Russian shelling. Completely legal under the Geneva Convention.

Russian fugitives are also being forced to forget what some critics have called a sense of imperialist arrogance towards former Soviet nations that have for decades been seen as “younger brothers”.

A guide on relocation to Central Asian nations published by the Republic.ru online magazine in May begins with these words: “It’s time to kill an imperialist in yourself – if you haven’t done it already.”

Five European officials with direct knowledge of security discussions said there was a widespread assumption that Russia was behind the incident. Only Russia had the motivation, the submersible equipment and the capability, several of them said, though they cautioned that they did not yet have direct evidence of Russia’s involvement.

Danish Climate Minister Dan Jorgensen told reporters that it might take at least a week to halt the flow of gas to the surface of the Baltic Sea.
The potential environmental impact was hard to assess, experts said, because the amount of methane actually released into the atmosphere depends on a wide range of variables. Methane is more than 80 times more potent than carbon dioxide for the first 20 years after it is released into the atmosphere. But water is able to absorb at least part of the gas when it is released underwater.

Jean-Francois Gauthier, vice president of measurements with the emissions monitoring group GHGSat, said that although information was limited, a “conservative estimate … is that these leaks combined are likely to be in excess of 500 metric tons per hour at the time of breach” and would drop over time if the flow was stopped upstream.
That would be “an order of magnitude more,” he said, than the largest recorded U.S. leak at Aliso Canyon in California in 2015 to 2016, which was about 50 tons per hour at its peak.

US dismisses Russia’s hints of blame for gas leak​

Russia has questioned whether the US caused undersea gas pipeline leaks in Europe that have been blamed on sabotage, in a turn of the tables that US officials bluntly called “ridiculous”.
President Joe “Biden is obliged to answer the question of whether the US carried out its threat,” foreign ministry spokeswoman Maria Zakharova said on social media.
Washington dismissed the suggestion, with a spokeswoman for the National Security Council saying: “We all know Russia has a long history of spreading disinformation and is doing it again here.”
