Well the international bodies found evidence including collusion in Russian athletic bodies. Russia claims no evidence but fsck what they say. They can create their own body and not parasite on international ones if they like.
As a country, athletes can compete as Russian Olympic Committee (ROC).
And even that was ridiculous. The world bending over backwards to accommodate them. If you're a Russian athlete, emigrate and compete under a new flag until your country gets its act together.
EDIT: Just to add, many South Africans had to emigrate to pursue or continue their careers. Many people across the world have done so too.

"We call on the UN, the EU and other organizations to organize an international monitoring mission to the Kakhovka hydroelectric-power station.
"International specialists need to arrive immediately at the station along with Ukrainian personnel," Shmyhal said during a government meeting.

Sadly this reflects very well the reality. Yesterday I watched a guy shouting No to war, repeatedly, in some big gathering in St Petersburg, probably he thought more people will join , but didn't happen, he was the only voice.

So the wagner cope pyramids have been set up. At this point even cope cages seem more rational since that could at least subvert some drone damage (although it failed with its main purpose to stop javelins.).
