Obviously there would have been some who disagreed with merely giving in to Russian aggression. That's after many Ukrainian soldiers and civilians had been slaughtered by the Russians and their proxies.

The thing is that was this worded this way, i.e. without the above, to help destabilise Ukraine as such would be less acceptable to some, and cause internal tensions or would this agreement really lead to the bolded part being implemented?

The Ukrainians did ask for the United Nations peace keepers but the Russians vetoed that. There is even a clip with the UN secretary general explaining that.
