Must suck to be Russia atm, even your friends aren't supplying you their new tech which is 2 or 3 generations behind the west..

I wonder if this is one of those times that Putin is bluffing but says he is not bluffing. I was under the impression that Russia would only use Nukes if there was an existential threat to Russia itself. But I heard a rumour that there is nothing stopping them from using nukes as a first strike option other than the Russians themselves have previously decided not to do this. I think now we are seeing them reverse this or at least musing to reverse this. Not sure how serious Putin and the boys really are. Seems Medvedev is pushing for it though but that is likely also just posturing.

Italian arms supplies will stop as soon as peace talks begin, the Italian defence minister told parliament, as lawmakers endorsed a government decision to extend military aid throughout 2023.
Prime Minister Giorgia Meloni has repeatedly pledged to keep supporting Ukraine, despite frictions within her ruling coalition and a divided public opinion on the issue of arms supplies.
“I am aware that military aid will have to end sooner or later, and will end when we will have the peace talks that we are all hoping for,” Defence Minister Guido Crosetto said as he addressed the upper house, Senate.
“There is no doubt that we all want peace, but this goal cannot be pursued without providing assistance to a country facing unilateral aggression in violation of international law”.

If I understood the article you posted correctly, Putin is now considering pre-emptive strikes.

My response was, that this is exactly what he did from the outset of his special military operation.
So whats his point?

They pre-emptively attacked Ukraine. They targeted, apart from thousands of random civilians, military and civilian infrastructure, allegedly destroying the Ukrainian air force in the first few days/weeks as an example.

So what is he planning on pre-emptively striking now, Nato states?

Russia has dismissed a reported three-step peace proposal from Ukrainian President Volodymyr Zelenskyy, saying Kyiv needed to accept new “realities”.
Kremlin spokesman Dmitry Peskov said progress would not be possible without considering these realities, including Russia’s capture of territories from Ukraine.
Peskov responded to a request by Zelenskyy to G7 countries on Monday for more military equipment, financial and energy stability support, and backing for a peace solution that would start with Russia withdrawing troops from Ukraine.
Russia has repeatedly said it is willing to hold peace talks but does not see Ukraine and the West as ready to negotiate.

Good advice. For Russia. They should accept that they're a PoS country, with PoS leaders and a lot of PoS people who will have the ever living s*** sanctioned out of them. And not complain so much.
