Commodore (Equivalent of Brigadier) Gerhardt was OC of the SA Naval Dockyard. He would have had knowledge of any engineering changes to ships and submarines but no knowledge of operations at all as the was not in a need to know position regarding operations. He would have known of sailings and arrivals but would have no idea what the vessel was doing at sea. It must be remembered that ships sailed for training, maintenance trials, exercises and operations.
I vaguely recall at one stage Dieter wanted to install CCTV cameras all over the dockyard, even ones facing the quays. He had some half-baked excuse about stocks being pilfered by the dockhands or something which of course was nonsense. After he got busted, it was discovered that he had been sending the video tapes of ship arrivals and departures to Moscow. Don't think there was anyone who actually liked the guy.

But yeah, the strike craft and submarines were often loaded at Donkergat which was more secure. Submarines, strike craft and support vessels leaving Simonstown would often head south-east, ostensibly for PE or Durban. Once they were out of sight of land they'd change course west again.

in short, if you really want to put limitation on speech that is "intentionally spreading untrue information". the definition of untrue information is the speaker doesn't believe that information is true fundamentally.

incitement is for someone has the power to incite, no one will listen to an unknown guy said "alien is coming". but if US president said "alien is coming" you should be scare, correct?
I don't think your examples are correct legally...
Most of the stuff you post is crap to me anyway so I tend to ignore it

Bucha was independently investigated. The Russians were the perps.

So here is an interesting timeline regarding Bucha (a city of 35,000) reports... (btw the newly dug graves on April 18, 2022 your refer to would have been dug by the Ukrainians for the burial of bodies as they were in control of Bucha since 31st March...)

Onto the timeline...
1/ On March 13 2022, BBC reports "Maas graves - battered cities are digging makeshift burial sites. Four-hundred miles to the north west, on the edge of the capital Kyiv, a mass grave was dug near a church in the town of Bucha, local MP Mykhailyna Skoryk-Shkarivska said. It contains more than 60 bodies. (Note: still image from video included - bodies in black bags in a trench)

2/ On March 31 2022, Ukrainian forces have recaptured Bucha. Mayor Anatolii Fedoruk marked the day as the day of liberation from Russian forces (video appears to bi filmed outside Bucha;s town hall)

3/ On April 2 2022, at least 20 bodies in civilian clothes seen in Bucha by AFP journalists. Corpses were strewn over several hundreds of yards The cause of death isn't immediately clear..

4/ On April 4 2022, Newsweek reports satellite images have indicated a mass grave in Bucha. the images presented show a 45-foor long trench, the first signs of excavation on the grounds of the church date back to March 10. PLEASE REFER TO POINT 1. CNN reports "Horrific discovery of Mass Grave Site".

My basic point on the random candle analogy was that in Russian politics and propaganda, even the the colour of the flame is doubtful.
the Gulf of Tonkin and Iraq's WMDs say hi ... propaganda is certainly not unique to Russia

at least they're not busy redefining the word "recession" as we speak

you want to put limitation on freedom of speech because you want to control other people what they can say / can't say.

So, according to you, the Ukrainians massacred their own citizens? The people they draw their soldiers from?
