Nope, regular grid bombing would be enough. Also Russia has actually moved beyond nukes, they can use thermobaric I think it is bombs in a pinch which has no radiation and leaves the buildings basically intact. They havent even used these tactically yet nvm strategically.The only way they could have caused more damage or "wiped Ukraine from the face of the earth" would have been to use nuclear weapons.
