Who called it a paradise? Why do you want to impose restrictions on their movements? Part of what was achieved in abolition of apartheid is freedom of movement in the country or abroad. If I feel like I can make more money in the UK, why shouldn't I?

However, as it stands now, I question the need for BEE dooming black people to be second class winners at the hands of hobbled competition, forever under suspicion of being the beneficiaries of corruption, only succeeding because of BEE. Incidentally this insight is not mine, rather that of a black fire chief in NY ~25 years ago when they also tinkered with race based quotas etc and, despite reaching the pinnacle of his career, it was never seen as being based upon merit - that was his gripe and the inherent unfairness of race based opportunities.
