SA ISPs must now have black owners

The Independent Communications Authority of South Africa (ICASA) has published new regulations which require all telecoms licensees, including ISPs, to have black owners.

“An Individual Licensee must have a minimum of 30% of its ownership equity held by black people, determined using the flow through principle,” the regulations state.

The regulations also require individual licensees to have a minimum of 30% of its ownership equity held by historically disadvantaged groups (HDG).

the "disadvantaged" is the privilege which inherit from your father / mother, if your skin colour is "black" and your father / mother was a "freedom fighter" which is still a valid anc membership card holder, you are entitled to be "historically disadvantaged". even if you are a "billionaire", you are entitled to receive 30% free share from those "privileged", "evil" and "racist" white IT company owners.

Courts will rule with the government if they approach it like that.
They will say: "Don't you know that it was the Apartheid government that made it illegal for a black person to open a fibre ISP. "

You have to go to the meat of the issue, which is: who counts as a first class citizen who is allowed to own an ISP and who does not.

Just list your owners as black. And when the government comes knocking, give them a 23 and me result that states that all of the owners have a 1-5 % black ancestry. Make the government take them to court and tell them that a DNA test that states a person has black ancestry is not a qualifying factor as to be counted as a first class citizen.

You have to make the courts play in an arena in which the government will lose. And that is to force them to make arbitrary rules as to who counts as black and who doesn't. Make the government list shades of skin colour, shapes of noses, amount of ancestry needed etc.

These Muppets should be enabling previously disadvantaged people to form their own ISP's and compete in service and quality - but alas, it's the stats that are of most importance.

It's a joke, as in ridiculous, not a funny one...

You should know by now our country doesn't work on "let me see what I can become in the world" but rather "the world owes me a handout so i can sit and do nothing"

Every worker i've ever worked with from Other African countries (and for the record they were NOT european) has commented that we have the laziest people in ZA on the face of the continent.

The disadvantaged are those who have had all their copper stolen in the last few years... Wait!
 
While I agree this change is absolute bs, if there are any ISPs who are interested in a media/content/writing person with some IT journalism type experience as a partner, I may be brown enough to meet your BEE requirements.
