These "loans" usually come with clauses - that in this case may state that EU based companies must be used as consultants and for construction.

We can only hope the money is well spend as intended - and not used for more EU manufactured cars.

Sorry I have to disagree, even the UK and US take loans... It's part of international finance. They give us the money while we invest a similar amount into their banks. Hopefully the interest then pays the loan back and everyone is a winner.

Obviously it is a lot more complicated than that but that's the type of thing that was explained to me when I worked in the banks.

you disagree that the roads, telecoms, electricity and rail infrastructure has not largely been neglected for the last 10 years and has hence failed to keep pace with the demand?

I disagree with the neglect, not the poor planning.

I think the planning could have been a lot better but overall I am still happy with the infrastructure of this country.

I ride a bike everyday so bad roads are a major problem for me. However I don't often have a problem on the road, my electricity is brilliant in Randpark. I think I have had 1 power cut in 2 years. Telecoms... well we are all here for the same reasons aren't we :D..

Rail... Never used it so I have no opinion

I could use some of that. We all know that this money is needed not only to improve our infrastructure, but also to develop some basis for social security.

Fair enough.
Roads are in a state of decay nationwide and congested as heck.
The increase in freight on the roads has contributed significantly to this while at the same time the rail segment has remained constant (track distance) over the last 10 years with less engines and carriages, putting more pressure on the road system. Many more cars as well on the roads.
The greater Cape Province has serious issues with electricity supply. Eskom also came under fire for a minimalistic maintenance approach
I am of the opinion that neglect and poor planning are joined at the hip.

I guess the neglect and poor planning may have impacted the overall quantum, but nonetheless the spend would have had to be financed.

I agree Fivelza, and hindsight is great and all that, but very little to nothing was done for many years, now that the world cup is coming to town, it's crisis management.
It is easy to criticise like I am doing now, but these issue have been around for some time.
Had this country been successful in it's bid for the previous world cup, the issues would have been tackled then, but the perception that I have is that the powers that be have been sitting on their hands till now.

Would also like to know what the total planned spend is on this infrastructure and over how many years. What does R8.4bn buy you these days when one looks at the magnitude of the task at hand? The Gautrain is way over R20bn on it's own!

Where is the tax money? I thought there was plenty of cash, but no idea how to spend it? What about the lottery money? What has happened to that?

My opinion on the situation, a tragic comedy in a fews acts:

The money, she is flowing .. How many ways to spend it:

  • Arms deals and skim cash, pad personal bank account .. check
  • Pad buddies bank account .. check
  • Build Gautrain and skim cash, more padding of bank account .. check
  • Rename everything .. check
  • Build Freedom Park and other testaments to nothing; more padding of bank account .. check
  • Party .. check
  • Feeling hungry, go to most expensive restaurant that can find .. check
  • Overseas holiday (whew, this spending is stressful) .. check
  • Some money left over, rename everything again .. check
  • **** **** ****, nearing election and ppl unhappy, BUY VOTES .. check
  • Election secure, more arms deals .. padding of bank account .. check

Think I have got what it takes to be a NSA politician?

Very interesting indeed and I have my doubts that this loan will be used to bring any of the above mentioned departments up to scratch. Once again the conspiracy theorist in me rears up .... It will be interesting to watch and see if any improvements are made say, within the next two years.
I would be happy to be proven wrong.

It doesnt really matter what I think it will be used for Syndyre. I have no proof or not sufficient at least to be more than the tiniest irritant to the corrupt.
I have said sufficient in the past to hopefully make a small percentage of readers think beyond the obvious 'treats' that Nation-wide Muni's are offering.

Strangely enough after my third post here this evening my PC was throttled suddenly to the point where the pages wouldnt load and even rebooting didnt solve the problem. I had to shut down and change all the plugs around before I was able to log in here again. A small but significant indication of how closely my 'inane' observations are monitored hehe....
