Petrol price drops by 99 cents. Government realises it can increase petrol price to cover budget deficit. Petrol price increases by 99 cents. Rinse and repeat.

If the Government could figure out how to actually budget properly and ring-fence funds, we could probably drop the petrol price by 40% and it could stop being the whipping boy for incompetence. Drop in petrol price would have a knock on effect to food and other daily consumables, saving people more money meaning there is more money to spend in other areas, stimulating the economy and strengthening the rand.

They announce fuel levy increases in the budget speech. Which happens in February. That is the only time of the year. Thus they don't get more income directly whether the price goes up or down, at best they get more tax from the petroleum companies (especially Sasol) eventually, but it's only a portion of the increase. The other price changes are worked out in another way and are very public.

So willing to go R50 freddster?

As to stimulating the economy a bit if the fuel price was lower. I agree.
