Not a chance of that happening. The terrorist group each have a vote as well.
But if there were no votes, the current party will stay in place anyway
i'm sure there is a minimum percentage of the population to make it a valid "voice of the people" democratic election, members of political parties won't have enough numbers, so would be an invalid election, imagine an empty parliament and no politicians.

There is effectively no minimum turnout required.
