It would also be based on whether South Africans can access the content, not just whether they watch it. South Africans would therefore be required to pay the levy even if they don’t watch SABC content

True. I have a satellite dish on the side of my house (actually another one on the flatlet we have) but don't have DSTV.
I've got an aerial in the roof but nothing plugged into the TV as we don't watch terrestrial SABC (because it's useless). We only stream, but people need to pay to keep this monolithic dinosaur company going.

In September, the group presented to parliament that the current licence system was not fit for purpose and that the national broadcaster should be funded either through a subsidy or a more formalised tax.

“We are advocating for the SABC to be funded with a government subsidy, so we don’t need TV licences, which are uncollectable,” said advocate Stefanie Fick, Outa executive director."

Don't worry you'll pay the tax, even if you don't have a TV. I mean this is SA, we're taxed for freaking everything.

I still don't understand how they can collect a household levy from a practical point of view. SARS is out of the question because SARS taxes people on an individual level. SARS is not designed to tax a household. The only entities in the country that keep records about households are the municipalities, so are they going to be expected to collect the household levy on behalf of the SABC? Good luck with that, most of our municipalities are even more corrupt and inept than the SABC.
