Ok very simple:

You need to get the SABC Affidavit form from the SABC. Only use their form not any other method.
Fill it in. Say that you did send all the details back in 19-foetsak then left the country. As it was so long ago you don't have copies of the correspondence done by post and fax.
Take it to the local cop shop to get stamped.
Email it to the SABC

They should then issue you with a letter saying that you are now clear. You can now get a license to be able to buy another TV.

And SABC TV License only prescribes after 30 years

Thanks, now that sounds plausible, shall give that a try first before embarking on any further action

I tried for 20 odd years. first 5 while still living in SA, then 10 years abroad and another 5 back here. Once I got a reply from someone at SABC that said "here is the form and this is what you need to do". Took a week or two and it was done.

Good luck

Update:

Finally I received an official reply from the SABC 2.5 months afer emailing them.

As others have suggested here one needs to furnish some formal proof/documentation stating your absence from the country and the "debt" will be written off.
A bit of a shlep sure, but there you go resolution.
In Africa time again of course....

Affidavit? That's new. They never accepted that for me.

Nice and easy.

If it ends up that way i'll just use my partners. Many ways to skin a cat.

Just do that.

They have no way of legally extracting the outstanding amount from you but will continue to pester you. They wont let you get a new one on your ID until its settled.

If you feel like wasting energy then send them the proof that you were out the country and try fight it with a lawyer.... not worth it IMHO.
