The South African Broadcasting Corporation (SABC) has proposed that regulation be implemented to expand the definition of a TV licence to include services such as Netflix.

Exactly this. I do not see why we need to pay for something that is not of any interest to us and provides zero services to us. Their programs are crap, they are biased and corruption is rife.
