Kekana said during the presentation that the government’s proposal to help the SABC improve its financial position would include allowing the public broadcaster to collect licence fees from non-TV users.

So they want to collect tv licenses from people who don't use a tv... next we going to have to pay vehicle licensing even if you don't have a car... noice.

definition to include any device capable of receiving any broadcast signal

That is the definition. Any device capable of receiving those signals.
Fun fact, if you remove the receiver from your TV you don't have to pay for a TV license.

What I meant to infer was that a broadcast signal via satellite to be included even if a STB is required. Not just terrestrial signals.

Provide crap no one cares about? Cant compete on even ground? Just Legislate the competition till you win

Also...
1. How would this ever Be considered legal, since you are not consuming or even receiving SABC content. The transmission method to receive said VOD content has nothing to do with SABC its subsidiaries or any of its properties. Nowhere in the supply and consumption of VOD is SABC even remotely involved.

So why should you receive ANY money if you have EXACTLY 0 to do with how Netflix content is funded, produced, advertised, delivered or even consumed? What logic are you using sir? Are you high?

2. Even if it is passed against all logic and reason.
How would this ever be enforceable? Are they gonna monitor all traffic? China 2.0?
Are they gonna enforce ISPs to report your type usage? Privacy problem.
No privacy protection, companies will start pulling out.
Btw this is forgetting things like VPNs

3. Again do they realize how many VOD services there are? We are already being snubbed by international VOD services like Hulu.
How do you think others would react if you want to force them to essentially become an arm of the government.
They are simply gonna pull out, we are not a huge market. Not worth the extra effort.
They are already preventing certain shows from being aired on Netflix because reasons.
Government is just gonna push companies out.
Sends the wrong signals.
Creating more red tape is not conducive to creating investment opportunities.

The TV licence is the becoming the mark of the tax subject. It is just a form of royal taxation as imposed by some fat kings and 'royal' families in the feudal times.
