I don't mind if the SABC wants to charge a fee for watching SABC content, but the SABC should not be allowed to have a blanket charge for content that does not belong to the SABC irrespective of how that content gets from A to B.
If the SABC decides to charge for its own content, it is quite simple to enforce: complete the digital migration and rollout set top boxes that use encryption by default, then the SABC can encrypt the hell out of its own content and demand an annual licence fee which unlocks the set top box for a year.
