Samsung galaxy s4 data roaming

I have my s4 for a few days now and notice that sometimes my signal goes from edge or 3g to "R", I then get a message saying that I should switch on data roaming.
This happens locally, for example, yesterday I went from umhlanga to sibaya casino, roughly 10 km away. And at sibaya it switched to "R".
Will there be added costs on my bill if I switch on data roaming?

By the way "brianssj100" the "R" simply means you are roaming, there wont be any added costs if you swiching to data roaming..*DM*

What is the story with S4 stock unavailability in Cape Town? It's been nearly 3 WEEKS since the launch and no store in Cape Town has stock. I have to ask... What the eff?

It means the cell c signal in that area is not great and you will be roaming on vodacoms network for services. As the cell c rep pointed out, no additional cost when roaming locally.

There is a data roaming (connect to data services when roaming) option on my phone, what does it means?

It means that if you are on Vodacom network (roaming to Cell C), you will be able to use data services (usually reduced to EDGE). Leave this opption on, as it costs you the same as on the home network.

Disable this option only when leaving South Africa.
