The battery works on its own, it doesn't need to be effected by anything.

It's affected however, only as long as the display is on. Battery drain would be the same if you just set the display to stay on.

Tens points for sarcasm, always a winner.

I would think that the device using a camera or sensor to "see" your face the entire time the screen is on would cause more battery drain than not having that sensor/camera running at all.

It might have a teensy, tiny effect but not noticeably so. Smartstay has never even shown up in my battery usage stats. In fact if you just set your display timeout longer you'll probably use more since the display will stay on longer even when you're not looking at it. For me, Smartstay is the most useful feature (along with the video player) of the Touchwhiz UI and the reason why I haven't switched over to Cyanogenmod yet. Well that and the Camera and FM radio doesn't work.

My lock screen is stuck in Singapore. Can't change it back to SA even after changing the location and time-zone on the phone. Any ideas?

Which lockscreen are you using? Because the standard Touchwhiz one doesn't display a location on mine.

I loaded Apex Launcher. Oddly enough it just updated the moment I picked up the phone now. Not entirely accurate but at least we're in SA now...:D

Smart stay like most of Samsung crapware is just good for marketing. It works occasionally, 20% of the time.

It's good though as a notification that your screen is timing out.

Mine doesn't work in the dark. Works perfectly during the day though, unless I have the phone at weird angles...

Try going into settings > accounts and sync > Micro$oft Exchange Account > Settings > Name of Account > Scroll to the very bottom.
Uncheck "Sync SMS"

Work?
