SARS refunds will take longer to be paid out this year - because they have no money?

What is your take on SARS's media statement regarding the refunds of income tax that will take longer due to additional risk procedures being implemented? I just think they don't have the money to refund everyone and this excuse seems vaguely legitimate.. First it was the VAT refunds that took ages, and now it's income tax. It's all just too fishy for me.

For 25 years my tiny export company was refunded 25 to 35 thousand VAT monthly within 2 days of submitting. Now I'm retired our claim is 5 to 10 thousand monthly but everything is queried....every document must be submitted. Payments mostly 2 to 3 months behind.

My refund was paid out about a week after I submitted my return... And it wasn't a small one. Lucky me I guess.

They just collected a mountain of money...do you really think they don't have money to repay a small % of that shortly thereafter?
