It's actually a pretty awesome initiative. Unfortunately I can't see it being implemented correctly or without problems. It sounds just way to streamlined and efficient to work in practice given the Gauteng government. Also what happens when the school is load shed?
There is more to learning that always meets the eye. A lot of new technology does not take into account processes that happens in the background that is not directly related to test results but involves brain development and long term performance.
Some studies showed that learning is more efficient and long term retention better with a physical book. This relates to how the brain store information in a 3D matrix-type system that better correlate with a book; and handling and paging through a book. A simple example that many have experienced in a test is where you can remember the exact place in a book where the information is, although the information itself is somewhat "obscure" at that moment. An additional trigger will usually unlock the information itself. In the case of a tablet, all "pages" are the same, placing a heavy overload and emphasis on memorization.
