On the other hand it might well be genuine. She might well be buying it for a friend or relative in SA. Or for export from SA to Norway or some other country.

Nothing stops you from selling your car and receiving payment from Norway.

Of course, as part of the deal, you should~

1. Make it a "voetstoots" sale. That's a legal term.

2. Agree that delivery will only be effected once full payment has been received and cleared into your SA bank account (ie where an attempted PayPal reversal cannot touch it).

3. Find out if the car is to be registered in another person's name in SA.
- If so, that person must have residence status in SA for registration to be transferred. Perform a Notification of Change of Ownership in the usual and prescribed way.

- If for export, ensure the buyer understands she's responsible for all export arrangements and costs, and that you will deliver to her designated agent in SA only when payment has been cleared into you SA bank (ie withdrawn from PayPal).

4. Make the car available for inspection by the buyer's agent, taking appropriate precautions such as proper LOI, ID, etc. Offer/make no warranties or guarantees - it's sold voetstoots.

5. Once you're satisfied and have the money safely out of PayPal, deliver the de-registered vehicle to the buyer's SA agent, probably on the back of a flatbed. Ensure you have copies of all the appropriate documentation, ie sale agreement, agency agreement, IDs of buyer and agent, Reg Cert, De-Reg Cert, etc, etc.

Lol... really now.

It's a scam. Don't try convince him otherwise. A simple Google search says it all.

This even from Gumtree themselves;

Of course, not everyone who works offshore is a scammer but be extra suspicious if they refuse to communicate via Skype, claim that they don’t have phone access, or that they work on an oil rig or at a mine in a foreign country. Also be very alert to anyone willing to pay for the item via PayPal or money transfer without viewing it.

If someone is wanting to buy your item without seeing it, from another country via PayPal without asking for specific details on the said item, it's a ****ing scam. It's one of the oldest online scams out there, and happens all the time.

DON'T FALL FOR IT!

Of course both the OP and I are aware of scams. I'm simply saying it might not be. It's up to him to check it out and use his head.

His question isn't whether it's a scam, it's whether it's legal.

I trust the seller is smart enough to ensure he doesn't part with his car and the car's papers without making 100% sure the money is 100% under his control.

I've bought a car off Craigslist in the USA. For a relative. Paid in full before delivery. It does happen.

Yeah no.

RHD cars aren't popular when we drive on the right side here.

Also if you want to buy a car from a foreign country you pay almost the car's worth in taxes when you want to register it in Norway....and you have to regiter it because you have to undergo a roadworthiness check every 2 years or the car gets scrapped.

Walk away.

He's in Norway...in Johannesburg.

Tell him you're currently in Norway for business and ask if you can meet.
