Use FiveM framework for local servers
From a network technology perspective, the game uses peer2peer a lot. If you are in a lobby with only local players you will have minimal to no log. However as soon as other users join from other locale the lag begins. This can be resolved through using the FiveM.net framework.
It allows for running and use of modded GTA outside of Social club and the Rockstar online framework.
Using their free server software one can host a server locally for GTA communities, however the experience is heavily reliant on what mods you upload as the raw framework is pretty barren.
I have used it a few times and because it doesn't modify your original game and does not connect to any of the GTA online services, there is little to no chance of an account ever being banned. I wouldn't have risked my 700+ hours if I was not comfortable that I would not get banned.
