One the major stumbling blocks is that none of the current broadband providers provide anything near to a SLA as part of their offers.
Telkom says "best effort service" which effectivly means one can't complain if they provide a contention ration of 1:100000.
The Sentech situation is similar. That is why they could get away with the disaster of the past few weeks.
I believe that part of the ICASA/media struggle for the future should be to get ICASA to rule that all ISP's must provide a decent SLA complying to minimum rules and include penalties to themselves if they fail on this.
It would have been fair if the penalties read that if the minimum services could not be delivered, the client can cancel the contract and keep the modem - sorry, that would have destroyed Sentech's MyWireless
