Setting up a mobile hotspot with limits?

We are promoting a mobile app on Friday and I was thinking we might do a better job if we can offer those who show up at our stall free internet. In other words, we are looking to place some kind of wireless router, that works with a sim card, that anyone close by can connect to. So far I've managed to find out that I can get roughly 20Gb of data for just under R500 from Vodacom. And I could probably get away with a "R226-z" router. I.e. this.

My problem, however, is that people are going to chow the bandwidth like crazy if I don't have limits in place. Is there any product I can consider buying that will allow me to do this, but also limit the the user to only be able to download up to 100 Mb. This can be linked to their device somehow, or possibly, require them to enter a voucher number in order to "claim" their 100 megabytes.

Anyone know of something like this in South Africa that I can get my hands on before Friday?

A rooted android phone with some iptables rules acting as a hotspot should do. But then, it's not just a click away. Someone will have to type fast on a keyboard for an hour or so.

You can do this with a Mikrotik router and a Wifi router chained together.

Was hoping there'd be an out of the box solution that wouldn't require me having to figure out how to hack my phone.
