Shein and Temu are accused of exploiting tax loopholes to undercut local retailers

They should have also sent you an sms and email and both have links to pay the taxes.
Also look in your Temu account

They send email with link and the amount. I have received on every order I made.

Then why do these places struggle to stay afloat?
Good question. Why can't SA businesses stay afloat against their international counterparts without special protections?

What kind of clothes have you bought?
Because that’s the one thing I’ll never order from Chinese websites, typically weird sizing and cheap fabric.
Comically small sizes as well judging by the people at the office that ordered from there. Great for a few laughs but that's about it.
Not me but my brother bought an overcoat. Always look out for detailed measurements when buying like shoulder length, bust size, sleeve length and so on. If measurements aren't available then go one size up because Chinese people are small on average

You're not a teen, why would you want to order clothes from them?

Yes I have no desire to order clothes from them, what part of clothing being “the one thing I’ll never order from Chinese websites” was not clear enough for you?
