Yes an underground black market for cobalt etc. exists but it also exists for petrol and diesel and nobody is crying about the kids selling petrol by the 1l coke bottle on the side of the road in the DRC…

Assuming these are lithium batteries which are poisonous when exposed, this will be interesting on terrorists burning and looting trucks.

you forgot those does the looting does not care about poisonous batteries, all they care about is powering their little lights in their shack.
