Should i even bother to upgrade my CPU for the next generation?

My current rig:
*Intel i7 4770 (not k) cpu with a corsair h100i water cooler,
*Msi gtx 1060 (3gb),
*Msi gaming 5 motherboard,
*16GB ddr 3 ram,
*128GB samsung ssd

Now I am still debating on whether to get a PS5 or just upgrade my PC going foward but if I did go the PC route, would I be able to get away with just upgrading my gpu to an RTX3060 when that eventually releases for a smooth 4k 60fps for most upcoming games or would my cpu and older ram still bottleneck the gpu too much? I will most likely get a cpu, motherboard and ram upgrade kit at some point but this will be 4+ years from now if I focus on gpu and maybe ssd upgrades for now.

Toms hardware had a benchmark with the 3080 and the k version of your cpu.. it managed over 80 fps at 4k for the games they tested with at medium and 65 fps at ultra..

Your current CPU with DDR 3 Ram almost certainly going to be a bottleneck with next gen unless you are willing to play the more demanding games at around 30FPS.

The next gen consoles have beefy 8 core CPUs and devs are going to develop around that.

Remember both consoles have powerful 8core GPUs, the recommendation I've seen thrown around to make a PC next gen ready is a 6 core CPU

If you can play Xbox / PS its almost a no brainer (me I'm controller useless) ... but if I could play on them, I would go that way for sure. The price of one GPU is a whole console plus extras.

Will a RTX3060 deliver a smooth 4k 60fps?

At 4k the cpu becomes less important but still plays a role.

I played some 4K with my Vega64, albeit terrible FPS on FarCry, its nice, but 2K is the sweet spot. I average around 100FPS in COD MW / WZ, with all the settings on high. System is a 7700K stock speeds, 32gb ram and SSD's. My goal next year with the new cards out is to get whatever can achieve 140FPS @1440p for the best bang for buck... Recently just got a 165hz 1440p Asus Tuff monitor, now that makes a big difference in game play.

still with my ancient i3 2100 and my RX460 ,
still can play many new games on low to medium settings,

a Playstation would have wanted me to upgrade to something more expensive to keep playing.

IMO, the 4770 is pretty much equal to a new i3.
I got my 4770 way back with a 7970, then upgraded to rx480 and then last year rx5700. Most games ran fine on High/Ultra@1080p maybe some at 1440/AA (I have a 1080p screen). Even VR titles ran fine.
Upgraded to a 9700k in May, cause I got the cpu and mobo for a pretty good price... I mostly noticed the minimum fps in games that shot up. I was a little disappointed that there was no real performance gain in Half-Life Alyx. The biggest jump in FPS I got was from Star Citizen, and that's more because it's still a mess.
More USB3.0 ports and the nvme drive is a real treat.
I'll probably get a second hand 9900k in a couple of years.
