in my building our fibre line has added greatly to the building with it now being highly sort after. There have been several purchases by new owners that have bought in this building because of our fibre and there are a few very positive testimonials on airbnb about our fibre.
Big difference between priorities of the person looking to live in an apartment block and that wanting to rent a 4 bedroom family house in the suburbs. Also, new apartment blocks will have things like fibre in mind when being designed. There'll be a fibre box/exchange or whatever it is in the basement or on the street corner with piping into each apartment. It's geared for it and makes installing it easier and cheaper. Your older residential homes are not the same at all, as can be seen in the pictures in this thread.
If the "savvy" tenants bothered to work harder and make better income rather than worry about having the fastest internet connection from their couch, they might just become the landlord rather than the tenant...I jest of course
