The Zondo Commission only scratched the surface of OLD cases.
Its still going on, perhaps even worse than before.
Look at how Pfizer and J&J captured our Ministry and Department of Health.

I think the term state capture is being used loosely for corruption. I don't think bosasa was involved in state capture (weekend special, guptas picking ministers and using public funds for lavish weddings) and yet they were called in at the commission (catering event) as the commission (catering event) was covering a lot more than just state capture.
State capture is simply business people leveraging their ties to government to bend the rules in their favour, it doesn't have to be on a massive scale from one family, it's the Watsons here, the Oppenheimers dodgy Or Tambo Terminal there, banks ignoring their fiduciary duties and turning a blind eye to dodgy transactions, SARS doing favors for connected people while nailing the rest of us, and it all adds up and it's always happening in the background, the Guptas with their lack of class and pure greed just blew of the lid and shone unnecessary light into the state capture darkness.

State capture is basically when state institutions and higher-ups (President, Cabinet, AGs, etc) are captured by extra-government forces (businessmen/criminals, foreign agents, etc) and these state institutions and higher-ups are made their puppets to loot and bend the state to their will.

He was the pilot program. In many other ways. He showed the rank and file that you don't need ability, moral compass, etc to head up the party and showed that you can perpetuate industrial scale corruption and get away and even have your party and voters defend you. Violently in some cases.
State capture was built into the constitution by the ANC.

You want a job in the state? It better be approved by the party that has captured the state
