SIM card mess in South Africa

No one has been convicted for a serious crime committed in South Africa using fraudulently registered SIM cards in the past five years. This was revealed in a recent parliamentary response by police minister Senzo Mchunu.

Mchunu said that since 2020, law enforcement agencies have conducted 27 investigations into serious crimes committed using fraudulently registered SIM cards.
 
Not even the US and the UK require ID when purchasing prepaid SIM cards - and they are some of the most paranoid security states in the world. So I fail to understand how the use of unregistered SIM cards can affect South Africa's grey listing when 2 of the biggest economies in the world don't even bother to enforce this.
 
RICA was never meant to stop crime, that was just the reason they used to get buy in. RICA only has one purpose, which is to give government a database of every law abiding user.

They already have that, it is called an ID Number
