site hosted abroad - where and how to lodge complaint

This will be for the Admins and Webmasters to chime in.

I have no problem with freedom of expression and speech, nor individuals being creative to earn their living. However....
A site has come to my attention that is really unmoderated, obscene and offensive, does not require registration nor validation and its a WAP site, so every fool, child and lamebrain can access it and behave him/herself like a mad parrot. Unfortunately this site runs off a server hosted in Russia (and has a .ru domain name). Querying it with RIPE, does not reveal any contact details, although the Hosting Providers details are showing. From the content on there, its reasonably sure its a South African citizen behind it.

What methods, processes or ways DO we have in SA to try and do something about that site? Ideally finding the owner/operator would be great, as then we have a specific person to talk to. I have mailed the Hosting Company, but they are not forthcoming with much information.

If we have any domain admins or clued up peeps on here who can assist, I would appreciate some pointers (or a PM).

Best you can do is to contact the abuse department of the hosting company. It really depends what on the website is "obscene and offensive" - if it's anything illegal like child pornography there are organisations you can contact (e.g. http://www.iwf.org.uk/). Other than that... not much else you can do but to ignore the website.

If it's really offensive (most service providers do not allow porn, but do allow fowl languange etc), do the following:

* Do a WHOIS on the domain (Co.za or International)
* Establish the domain's nameservers (normally ns1. & ns2.)
* Do a tracert to the nameservers - the last few hops normally gives away the data centre/company hosting the site.
* Contact data centre's abuse department

This is what I normally do - hope it helps.
