Site to site VPN

Hi my friend needs help with the following.

He have a hosted server (redhat), and the client need to send print requests to the server, and print locally.
i suggested a site to site VPN.

openVPN is already installed on the Linux server, but there aren't any serveres at the client, and the router only support VPN passthough, the printers are wireless.
I suggested a router with VPN endpoint support or a raspberry pi with open VPN.

any other advice you guys can think of?maybe one of the desktops to establish a VPN and connect the printers via USB?

What about something like openwrt? It supports tinc iirc.
