There's no such thing. After the Samsung Note 10, it's the Note 20.

I'm sceptical that seemingly everything bad seems to be conveniently placed on the chip shortage. That particular event seems to do a lot of heavy lifting when it comes to making excuses.
Considering the other phones under the Redmi Note range at the time, particularly the Note 11 and Note 11 Pro 5G which both use Snapdragon chips, there was no reason to have the Mediatek chip in the 11 Pro or for the phone to even exist except to hit some particular price point, I'd assume to sit snugly in-between.
I think your last point may be the reason. They target a price point and at the time the only way to so that was to go with the older mediatek chip. More modern chips were simply not available at volume at the desired price point.
