CAPE TOWN (Reuters) - South Africa's second national fixed-line phone operator will get its licence by the end of November, ending state-controlled Telkom's monopoly, the head of telecoms at the country's regulator said on Tuesday.

I think it's quite possible that people in this country have become so disillusioned with everything that we don't believe anything at face value anymore. I'm not saying there isn't bloody good reason

I had an apiphany at a resturant a few days ago and it didn't even hurt. . . .

How can we expect good service from people who have never experienced it themselves? I had a waitress, who by her demeanor, seemed the sort who'd never eaten anywhere better than a McD's but our expectation is prompt, polite, efficient service.

The same applies for our politicians, they've never experienced good government. The way most of them got there jobs was by peer placement and nepotism, it's just the way it's always been done. The answer is that at all levels S'effricans need to be educated in the concept of service delivery.

So to answer the question, we blame the Red tape, because it's the only tape, and it's everywhere . . .
