Softcap on contract data sim?

Got a company contract sim on the 15GB promo and it hit it's cap a few days ago. No internet access. Then from today traffic started magically passing on it - but only at 384kbps (normally its 10~15mbps). Logged onto the 8ta self service to check what was happening and it still shows 0MB available.

Wonder if Telkom's adsl softcapping policy is being applied to 3g. Any one else can confirm??

Never mind. Tried disconnecting & reconnecting, no more internet.
