If the market turns, which it will, yes the DA will find a way to not lower their income from rates and taxes. They will probably be restrained at dropping their valuations, and then at the same time thumbsuck more fixed levies to ensure their income is protected.
How often do they update the valuation roll% Every 5 years to my info. Then their dispute allowance has a limited timeframe. Only one winner in that equation.

No, it is too late, but a Capexit victory would have been a hefty blow to state socialism. It could have halted the inflow of poor immigrants, but there are too many in the Cape already. I am just saying that the DA/COCT are socialist scumbags and that middleclass people were dumb to vote for them, and to move away from cities if you want to escape socialist failure (for the time being).

Do you ever consider the budgetary mandates the city is under, from central government, with regards to where money is spent? How little true discretionary spending they have?
Likewise. The legal obligations the the city has, as per SA law, to the same effect?
That the city doesn't get the electricity for free. That they have to at the very least break even in reselling it, or grow their debt.
That they still have to try and balance the books. That you can't balance **** with no revenue.
Finally... That somehow the city is making it work.

If you want to debate usefully. At least make sure your world view isn't paradoxical.

The problem is the whole EC is moving to Cape Town. There will come a time when everything will become so expensive in taxes (and it is already so expensive).

The bomb is going to explode and I don't know what exactly is going to happen. I just don't think it's sustainable. The economy isn't even growing to make up for it.
