It is one of the reasons why I love South Africa. The incompetence of the ANC is a better shield against socialism than a constitution.

I'm sure it was meant to be another source of funding for their patronage network, too bad for them their useless organisation has degenerated to the point where they're no longer able to implement anything. That and the money is just about all gone.

The NHI would have required every single medical decision in the country to go through the office of the health minister. Which would effectively make the health minister the most powerful cabinet position for dishing out political favours.

His buddies want a new tender? They make a front company supplying something like syringe labels, then the minister then drops the existing supplier because he is the most qualified person in the country to make medical decisions according to progressives and a new company would supply them with a slight markup.

So like all socialist projects, it serves two purposes. One to lie to the peasants about how wonderful the utopia it would usher in, and the other bringing unfathomable power and wealth for the leadership.
