Making a recreational drug like heroin legal will damage society, given the amount of power such drugs have over people.

And you have to be ridiculously careful w.r.t sex work. If government straight up legalised it, it wouldn't decrease the amount of woman being exploited on the streets. Ideally you would want such practices taken off the street and into establishments where the rights of everyone involved can be protected.
