South Africa revises deadlines for 2G and 3G switch-off

Will any of the smaller networks have reception outside of cities and towns if they switch 2g/3g off?

If they have the base stations and equipment then yes.
 
I don't know why the regulator or government need such deep involvement. Why can't spectrum be licensed and the operators decide to commit it to 2G,3G,4G,LTE,AM Radio, Analog TV or whatever. Let the market figure out what the most efficient use the spectrum is.

As long as operators very clearly let customers know that their phones might be going out of support. But that is easy peasy - they can send an SMS as soon as a new 2G only phone connects and have awareness messaging to all subscribers.
