Did Gordhan just admit that our labour laws are too strict?

1. Glorify the position of a contractor. Meaning you can have more than 2 jobs and extra income.
2. Get them to sign up for contractor instead of permanent employee.
3. Stop giving them jobs, they'll have to do it themselves. Cheapest bidder wins.
4. Employ non-cadres when the contractors decide to walk away.
5. ???
