South Africa to develop R7.3 billion green investment plan

South Africa will develop a green investment plan of as much as $500 million (R7.3 billion), representing a fraction of what’s needed, to fund its energy transition away from coal.

Last I saw the plans, it was mainly refinancing existing debt at lower rates, vs new infrastructure, has this changed now?
