Yes well, seeing as this country is turning communist very slowly, and our ties with Zimbabwe, I won't be suprised if it turns into another Zim...

The headline is meant to sell news papers. But the article itself seems very objective. I just hope that the people in NY read the article instead of just the headline.

South Africa is not turning communist, but what is happening is that it is a mini dictatorship.

The reason I say mini is the fact that it isn't Thabo who calls the shots, it is the entire ANC party who seem to work together to create an evil - similar to that is present in Zimbabwe.

South African mentality has always been along the racial line, and the ANC is no different to the old NATs. Each government found reasons to justify their cruel policies against racial groups of their choosing.

The ANC should take a deep look into themselves and should start to get out of the Apartheid era, they should be the ones trying to bring all the cultures and races together and it should not fall onto banks (Standard bank adverts -- remeber those "we are so much alike") and other insitutuions to do their job.

Instead, they are keeping divisions and hatred alive - There is a believe that this is their strategy to keep their voter base alive since the ANC has always been a "freedom fighter party" and without a little battle going on between the races, there would be no support group for the ANC.

We must also remember that a lot of black South Africans feel diminished and angry about what ended 12 years ago, and they will never let go - this is not only an African trait - look at the middle east, in the previous Ireland - it is like an instinct among those who beleive that their ancestors have been "suppressed" or "prosecuted".

Hatred seems to live on in man and is carried over from Father to Son , perhaps even for thousands of years.

This can be seen in the ANCYL whose purpose is to promote the ideals of the ANC to their young members.
It is a sad situation.

JOHANNESBURG, Oct. 9 — Signaling a quickening in the glacial pace of South Africa’s land reform, the nation’s land claims commissioner said Monday that the government would expropriate two white-owned farms claimed by black citizens, including a 97-square-mile tract, for which negotiations had reached an impasse.

The agriculture and land minister, Lulu Xingwana, promised in August to settle all remaining land claims by black South Africans by 2009 and to impose a six-month limit on negotiations for a fair sale price of lands marked for restitution.

The two farms, one east of Pretoria and the other near Kimberly, the diamond-mining center, had been judged eligible for restitution to the descendants of black residents evicted from them under apartheid. Negotiations over their sale prices failed to reach agreement after more than two years, the government said.

Under expropriation, the government seizes the land and pays its owners a price set by independent assessors. Landowners have one month to accept the price or contest the sale in court. While the government has used expropriation before, Monday’s action was seen as an indication that it intended to speed the process of settling land claims.

In an interview with Agence France-Presse, the government land commissioner, Tozi Gwanya, suggested that the landowners were delaying sale negotiations in the expectation that South Africa’s real-estate boom would drive sale prices higher. “The more they delay, the more land prices go up,” he said.

That was disputed, however, by an official of the Evangelical Lutheran Church of Southern Africa, which owns the 97.2-square-mile cattle and game farm near Kimberly, in South Africa’s center.

The official, Rudolf Bausch, said the church had reached accords to sell several other farms to the government to settle restitution claims. In this case, he said, the two sides agreed on a sale price, but officials in the land department’s provincial offices rejected what he called a pro forma request to pay interest on the sale price should closing be delayed.

“We see that it is a valid claim, and if the land has been taken or people moved by force, we see they need to be restituted,” he said. “That was never in dispute.” He added: “We’re in the dark. We don’t know why the state is going to this extent.”

The other farm, privately owned, is much smaller: 261 acres, compared with 25,000 for the one owned by the church.

The government has increasingly used the threat of expropriation in recent years to force laggard farmers to sell their land, said Eddie Mohoebi, the spokesman for the agriculture and land ministry. Expropriation announcements have been especially common in Mpumalanga Province, an eastern state where white farmers have put up especially strong resistance to the government’s land-transfer program.

The government has come under growing pressure in recent years to speed the transfer of white-owned land, especially farmland, to the majority black population. Nearly 90 percent of the 79,700 land claims filed by black residents since January 1999 have been settled, the government says, but the arable land moved from white to black hands amounts to less than 5 percent of the total, and the robust commercial agriculture industry is still dominated by white-owned agribusinesses.

As long as the assessor is independent it would most likely be the market value of the property. Also depends on other intracacies of the law. Things like whether government has no right to appeal the assessment.

From what little i can remember about the law it seems to meet international standards on property rights.

What the farm is worth is all relative. What will they pay for? Only the land itself without acknowledging improvements, or do they look at how much the farmer invested into the land, infrastructure, etc?

They should at least enable the farmer to buy another farm of equal size and infrastructure, IMO.

Dunno about the Pretoria farm, but the one near Kimberley (Pniel) is not much more than a barren wasteland anyway. The only attraction there is the Vaal river rapids which makes for some good flyfishing. Just hope they don't dam up the river in the lower gorges and block the good fishing spots further downstream... :rolleyes:

Expropriation is just a nicer word to use than misapropriation, which is closer to the truth...
