This provision for lifers to get out on less time, is actually part of Correctional Service Act 8 of 1959, and cannot be blamed on the ANC. If there is one good thing that they actually did was to raise the life sentence period to 25 years before being elligable for parole.
Prisons are overflowing so I guess they are trying to ease the congestion in a wrong way. What we need is rehabilitation, not release. Perhaps accomadate them in other ways and open up rehab centres for less serious offenders.
