NO test result are available to confirm that the Sputnik and J&J is effective against the SA variant.
So, this is just abunch of idiots clinging to the only straw in the pond.
Do you just make things up as you go along?
In the US, the J&J vaccine offers 72% efficacy, but this dropped to 57% in South Africa, where it was tested on the variant (501Y.V2), which is so highly contagious that it has caused a second wave much higher than the first wave of Covid-19 in the country.

The vaccine's efficacy against moderate and severe disease ranged from one country to another: 72% in the US, 66% in Latin America and 57% in South Africa. This was measured starting one month after the shot. In South Africa, 95% of cases in the trial were due to a variant known as B.1.351, which is known to be more contagious and carries mutations that may make the virus less susceptible to the antibody immune response -- including antibodies prompted by vaccination.

Or pay and get tested at a private facility. I don't think those still have any restrictions on testing.

Probably true, but I doubt that everyone under 45 in Cape Town can afford to pay for a private test.

So with new cases this low again why are we still level 3? I mean last year we were level 3 for 3 months, so far we are hitting a month and a half.

The official explanation I heard was that they don't want to reduce the levels because people appear to take the threat less seriously/keep their guard down.
