Italy is a terrible example to use IMO due to median age (much older than SA on average), a lackadaisical initial response (SA has actually instituted measures far earlier than Italy) and other factors (big Chinese immigrant population in Italy, multiple generations in one household in Italy).
If you wanted to be positive, you could look at SK or Japan, although they are probably countries too far ahead of SA (and developed).
I don't know what 'model country' to use, but using either extremes is a bad idea.
