I don't think districts should be taken too literally. All of those workers at the Epping factory need to be recorded. Will that be where they work, or where they live, or which hospital they went to!?

They don't even know that they are doing, the lock down was supposed to buy time to sort out hospitals. But of course sweet bugger all

I'm just saying that when I go to the shops, I see a handful of people cutting grass and so on. Even saw people sitting outside on camping chairs chatting to their neighbors across the street and another household exercising in their driveway and some people "walking to the shop" in their exercise clothes without wallets or anything.

Yup... People will just flaunt it and it will get out of hand for the government to manage.....
And if they tried to go back to level 5 in any of the economic centers of the country they would fail almost instantly. The workers need their jobs.

Well are they?
Firstly they're not exactly competent, and those aren't large numbers for a whole population. Then there's the fact that no ways the use of much force will be allowed, too much history and too risky for votes.

So a couple ne'er-do-wells will start some riots somewhere, all 70 000 troops will be sent there, and leave other places deserted and unguarded, where others can instigate more riots.... the army will not be able to ping-pong back and forth between all the riots...
