South African drivers could be "taxed" for each traffic fine

My colleague bought phony EU country drivers license and international driving permit from a foreign website which passes for the real thing. It is printed on the right bank card material, has holograms and all the relevant details.

He flashes it at roadblocks and police stops and has been waved right through every time without fail. When they ask for his licence he produces them and claims he is here on holiday after emigrating a decade ago. No fines, no verification checks, nothing.

While other motorists are harassed and wait for all sorts of verification he is told to have a good holiday and to proceed on his merry way.

They can't demerit foreign license holders. Just saying.

The Automobile Association (AA) has released a statement regarding the Administrative Adjudication of Road Traffic Offences (AARTO) Act's introduction of an Infringement Penalty Levy, arguing that this amounts to charging drivers a tax for receiving a traffic fine.

The act was signed into law in August 2019, introducing the country to a new driving demerit system among other traffic changes. Draft regulations surrounding the act are still to be finalised, however.
What's next? The govt sending uniformed bands of thugs into society to shake money off people when it is wanted?

I've seen roads where speed limits have been lowered and cameras installed. Also instances where

Some officers are thorough. I've been through a police stop where everything was checked. I was somewhere in NW between Rustenburg and Sun City. They even checked if my passengers are buckled up.

So I should get an AA international license papers for my European license? Sounds fun.

Note everyone who is saying AA is great, AA is pro demerit points.

Of 3 fines I've received in about three years now, 2 were nonsense/contested without me ever going to court and it being dropped. The one took near a year though. So for 2/3 in the new system I'd have to pay extra for the fine to be delivered and if they feel like it my objection will be declined, which happened to my friend where he even got a statement from the cop afterwards saying the fine is in error.

(the one fine is 81 in a 70 zone, Westcoast road, which I paid without contensting as was probable st the time, especially if you follow traffic flow on that road)
